Job summary

Quartermaster in Arlington, VA seeks a Contracts Manager, Government Programs to own the government contract lifecycle end to end. You will interface with U.S. Government contracting officers and prime contractors, guiding terms, pricing, and post-award actions to keep funded work on track.

The role requires deep FAR/DFARS knowledge, 6+ years in federal contracting, and a hands-on, independent approach to build the contracts function while collaborating across growth, proposal, and finance teams.

Qualifications

• 6+ years of federal government contracting or acquisition experience or senior government contracts role.
• Direct, hands-on experience negotiating and executing contract actions (awards, modifications, CLINs, funding, closeouts).
• Deep knowledge of FAR/DFARS, contract types (FFP, CPFF, T&M, OTAs) and government workflows.
• Ability to read technical volumes and translate scope into CLINs/deliverables.
• Skill in identifying and explaining contract risk to leadership.
• Strong written communication for negotiation positions and modification requests.
• Proven cross-team collaboration across growth, proposals, finance, and programs.

Responsibilities

• Serve as Quartermaster’s primary interface with U.S. Government contracting officers and prime contractor counterparts, leading negotiations on terms, conditions, and pricing across various vehicles.
• Review RFPs, RFQs, BAAs, CSOs, SBIR topics, and OTA calls for compliance and risk; work with proposals on matrices for bid responsiveness.
• Own pre- and post-award actions, including CLIN restructures, scope changes, funding actions, extensions, and closeouts to ensure funded work aligns with delivery timelines.
• Negotiate NDAs, teaming agreements, and subcontracts; ensure terms flow down to us from primes.
• Maintain SAM.gov registration, representations, and certifications; ensure eligibility to compete.
• Coordinate cost volumes, rate structures, and pricing data with finance; align CDLRs and reporting with invoiced work.
• Define and protect IP rights for government-funded work and ensure ownership of core technology.
• Advise teams on FAR/DFARS compliance and agency supplements to shape offers and timing.
