Job summary

BDO USA is seeking a Contracts and Compliance Senior Manager to lead the full lifecycle management of government contracts and grants, ensuring compliance with FAR, DFARS, and GSA requirements. You will coordinate with the OGC for NDAs, teaming agreements, and subcontracts, while supporting proposal requirements and contract term negotiations.

The role requires extensive federal contracting experience, governance over SAM.gov registrations, and oversight of GSA MAS and other GWAC/IDIQ vehicles.

Qualifications

• Seven (7) years or more of relevant contracts, grants and compliance experience with Federal, state and local governments, required
• Three (3) years or more of direct administration of a GSA Multiple Award Schedule contract or a federal GWAC/IDIQ vehicle, required
• Demonstrated experience owning a SAM.gov entity registration, including annual renewal and completion of FAR 52.204-8 annual representations and certifications, required
• Three (3) years or more supporting federal, state and local government proposals, required
• Experience applying knowledge of Federal Acquisitions Regulations, Defense Acquisitions Regulations and other applicable contracting rules, requirements and procedures, required
• Working knowledge of FAR Part 8.4 and FAR Part 16.5, required
• Experience managing federal registrations and certifications across multiple affiliated entities with distinct UEIs, CAGE codes, and reporting obligations, preferred
• Prior experience working within a professional services firm, preferred

Responsibilities

• Lead the full lifecycle management of government contracts and grants with adherence to FAR, DFARS, and GSA requirements
• Review RFPs, RFIs, and RFQs to identify business compliance requirements and coordinate with OGC for legal review
• Support proposal responses and advise on terms, representations, and certifications
• Act as liaison with government contracting officers during the proposal phase
• Develop internal policies and procedures to maintain compliance with federal, state, and local regulations
• Monitor regulatory updates and coordinate with OGC to update internal practices
