Job summary

Luster is seeking Resident Engineers to support large heavy civil programs across highways, bridges, transit, aviation, and water facilities. These roles run the field office on assigned contracts, administering the contract, overseeing inspection staff, and ensuring compliance with plans and specs.

Qualifications

• Bachelor’s degree in civil engineering, construction management, or related field; or equivalent.
• 5+ years in construction management, resident engineering, or inspection on large heavy-civil projects.
• Experience administering field contracts, submittals, RFI, change management, and progress payments.
• Experience overseeing inspection staff and field documentation on active sites.
• Knowledge of construction means, methods, QA, and field docs.
• Ability to read engineering drawings, specs, and schedules.
• Experience with Primavera P6, Unifier, Kahua, e-Builder, etc.
• Proficiency with Microsoft Office Suite/365.

Responsibilities

• Administer construction contracts in the field, ensuring plans and specs are followed.
• Oversee inspection staff and field documentation per program standards.
• Coordinate correspondence with contractor and agency staff and designer of record.
• Review submittals, RFIs, and shop drawings; coordinate responses with design team.
• Evaluate progress, verify quantities, and recommend payments.
• Analyze change orders and claims; develop independent cost and schedule positions.
• Oversee QA activities and materials testing, track nonconformances.
• Monitor site safety and permit compliance, support incident reporting.
• Coordinate with designers, utility owners, rail/airport groups to resolve conflicts.
• Maintain construction records, daily reports, and as-built docs in the PMIS.
• May lead progress meetings and coordinate punch lists and commissioning oversight.
