Job summary

Luster is seeking Resident Engineers at multiple levels to support large, complex heavy civil infrastructure programs across highways, bridges, transit, airports, and water facilities. Field office leadership includes administering contracts, overseeing inspection staff, and ensuring plans and specs are followed on assigned work.

We welcome candidates with 5+ years in construction management or inspection, proficient in reading drawings, submittals, RFIs, and using project controls software.

Qualifications

• Bachelor’s degree in civil engineering, construction management, construction engineering, or engineering technology, or equivalent combination of education and experience.
• 5+ years of construction management, resident engineering, or construction engineering and inspection experience for large (> $500M), complex heavy-civil projects.
• Experience administering construction contracts in the field, including submittals, RFIs, change management, and progress payments.
• Experience overseeing inspection staff and field documentation on an active construction site.
• Reading and interpreting engineering drawings, specs, and schedules; proficiency with project software.

Responsibilities

• Administer construction contracts in the field, holding the contractor to the plans, specifications, and contract requirements across assigned work areas.
• Oversee inspection staff and daily field coverage, and maintain program-standard documentation.
• Coordinate formal responses with the contractor, agency staff, and designer of record.
• Review submittals, RFIs, and shop drawings; coordinate technical responses with the design team.
• Evaluate progress against the schedule; verify quantities; recommend progress payments.
• Analyze change requests, potential change orders, and claims to support program determinations.
• Monitor safety, QA, and materials testing coordination; track nonconformances to resolution.
• Maintain complete construction records and daily reports in the PMIS for audit readiness.
