Job summary

BI&A, a Boeing subsidiary, is seeking a Proposal Manager in Annapolis Junction, MD. The role owns end-to-end proposal development for high-stakes IC/DoW bids, coordinating with Capture Management, SMEs, Pricing, Contracts, and Programs.

You will ensure FAR/DFARS compliance and align each project with capture objectives. Required is a Bachelor’s degree with 10+ years of related experience and an active TS/SCI clearance.

Qualifications

• Active TS/SCI clearance required.
• Experience delivering large, complex IC/DoW proposals >$100M.

Responsibilities

• Manage full proposal lifecycle from pre-RFP planning to submission and award.
• Develop schedules, compliance matrices, outlines, and writing assignments.
• Facilitate color team reviews and align with capture strategies.
• Collaborate with Capture, Technical SMEs, Pricing, Contracts, and Programs.
