Job summary

Nightwing is seeking a Senior Proposal Manager to lead compliant proposal responses for Federal Government customers. You will coordinate cross-functional teams, writers, and subject matter experts to ensure high-quality, on-time submissions across complex RFPs, RFQs, and RFIs.

Leaders with 15+ years of proposal experience, strong understanding of federal procurement, and Shipley methodology will excel. TS/SCI clearance is required, with compensation reflecting senior responsibilities.

Qualifications

• Bachelor's degree in business or related field.
• 15+ years serving as a Proposal Manager with Federal Government proposal leadership.
• Experience leading cross-functional teams under tight deadlines in high-volume proposals.
• Strong understanding of Federal procurement processes and compliance requirements.
• Experience applying Shipley methodologies to proposal development.
• Active TS/SCI clearance.

Responsibilities

• Lead planning, development, and delivery of compliant RFP/RFQ/RFI responses for multiple government agencies.
• Analyze RFPs to create compliance matrices and outlines.
• Manage proposal schedules and timelines to meet deadlines.
• Coordinate writers, solutioning teams, and SMEs.
• Guide development of technical, management, past performance, and price volumes.
• Apply Shipley best practices to strategy, reviews, and workflows.
