Job summary

Valor Healthcare is seeking a Sr. Proposal Writer to lead planning, development, and writing of high-quality federal proposals.

You will collaborate with cross-functional teams to translate technical input into clear content, leveraging AI-enabled tools and the Shipley model to boost efficiency and win probability. Ideal candidates have 10+ years of federal proposal management experience, strong writing/editing skills, and the ability to manage multiple projects under tight deadlines while

Qualifications

• Bachelor’s degree required; substantial and relevant work experience may substitute.
• At least 10 years of federal government proposal management experience on large, strategic opportunities.
• Knowledge and practical application of the Shipley methodology for proposal planning and review.
• Understanding of federal procurement processes, RFP analysis, schedules, and cross-team coordination.
• Experience using AI-driven platforms to streamline proposal development and collaboration.
• Proven ability to write, edit, and produce high-quality content under tight deadlines.
• Excellent verbal and written communication, facilitation, and leadership abilities.
• Strong organizational skills and ability to manage multiple priorities in short timeframes.
• Proficiency with Microsoft Office and proposal collaboration tools like Teams and SharePoint.

Responsibilities

• Oversee the entire proposal lifecycle from RFI to final submission.
• Develop compliant outlines, schedules, matrices, and management plans.
• Lead day-to-day proposal management, action items, and version control.
• Coordinate with Business Development, Operations, Contracts, and other teams.
• Monitor government communications and assess impact on content and compliance.
• Prepare staffing plans, resumes, references, and performance documentation.
• Write, edit, and proofread all narratives and technical sections for compliance.
