Job summary

Valor Healthcare is seeking a Sr. Proposal Writer to lead the planning, development, and writing of high-quality, compliant federal proposals.

You will collaborate with cross-functional teams to translate technical input into clear content and leverage AI-enabled tools and Shipley methods to improve efficiency and quality. You will manage the proposal lifecycle, develop compliant outlines, and ensure timely submissions while coordinating with departments and senior leaders to gather information

Qualifications

• Bachelor’s degree required; substantial/work experience may substitute.
• At least 10 years of federal government proposal management experience on large opportunities.
• Extensive knowledge of Shipley methodology for proposal planning, development, and review.
• Deep understanding of federal procurement processes and RFP compliance.
• Experience using AI-driven platforms to enhance content and collaboration.
• Proven ability to write, edit, and produce high-quality proposals under tight deadlines.
• Strong facilitation, presentation, and leadership abilities.
• Proficiency with Microsoft Office and proposal collaboration tools.
• Ability to coordinate across departments and with senior executives.
• Willingness to work extended hours to meet schedules.

Responsibilities

• Oversee the full proposal process from RFI to final submission.
• Develop compliant outlines, schedules, and compliance matrices.
• Lead day-to-day proposal management, work plans, and version control.
• Coordinate with departments (BD, Ops, Medical, Legal, HR, Finance, etc.) to gather information.
• Monitor government communications, amendments, and Q&A impacts on content.
• Prepare staffing plans, resumes, past performance references, and management plans.
• Write, edit, and proofread narratives and technical sections for compliance and clarity.
• Coordinate graphics with designers to translate concepts into visuals.
• Review edits from editors to ensure top-quality documents.
