Job summary

GovCIO is seeking a seasoned Program Manager to lead a large, complex, high-visibility VA program. This fully remote role requires executive-level communication, strong stakeholder management, and proven delivery of results within government environments.

You will oversee budgets, risk management, and large, distributed teams, interfacing with senior government stakeholders and coordinating with contracts, finance, and business development to align objectives.

Qualifications

• Bachelor's degree plus 12+ years of relevant experience.
• 10+ years in program or project management, 5+ years leading large federal IT programs.
• Direct VA experience and knowledge of VA structures and stakeholders.
• Experience managing large-scale programs with budgets, teams and subcontractors.
• Proven success with demanding federal clients and high-stakes stakeholders.
• Strong understanding of federal contracting, finance, and performance accountability.
• Executive presence, negotiation and conflict-resolution skills.
• Ability to lead geographically dispersed teams and deliver measurable outcomes.
• Bachelor's degree in business, information technology, management, or related field.

Responsibilities

• Provide leadership for program execution, delivery performance, staffing, and customer satisfaction.
• Manage large multidisciplinary teams and subcontractors on federal IT programs.
• Interface with senior government stakeholders and manage relationships.
• Identify and resolve program risks, performance concerns, and contractual issues.
• Drive accountability across delivery teams and ensure milestones and commitments are met.
• Oversee program budgets, labor utilization, forecasting and staffing plans.
• Collaborate with leadership, contracts, finance, and business development to align execution with priorities.
• Lead executive briefings, program reviews, and customer communications.
