Job summary

CDM Smith is seeking a qualified engineer to act as the technical liaison between federal design and construction teams and contractors in Allentown, PA. The role emphasizes design review, cost estimating support, and field direction on complex projects.

You will review submittals, RFIs, and reports for compliance, apply engineering principles across lifecycle stages, and mentor junior staff while maintaining client relationships and delivering documentation to standards.

Qualifications

Bachelor's degree in Engineering.
At least 5 years of relevant experience.
Domestic travel is required; overseas travel is possible.

Responsibilities

Serve as the technical liaison between government design/ construction branches and contractors.
Review design submittals, shop drawings, specifications, RFIs, and technical reports for compliance.
Apply engineering principles across planning, design review, construction administration, and assessment.
Monitors progress and prepares technical reports and project status updates.
Provide engineering judgment for field modifications and non-conformances.
Complies with permitting, safety, environmental requirements and delivers documentation.
Assist in cost estimates and supporting analysis with government estimators.
Participate in pre-construction meetings, progress reviews, and project closeout activities.
Conduct QA reviews to ensure contract compliance.
Develop and mentor junior staff and guide technical direction.
