Job summary

JLL seeks a Senior Project Manager to lead owner’s representative work on a large federal development program in the Virginia Beach area. You will drive scope delivery, manage vendor performance, and coordinate with client leadership across multiple construction phases, while mentoring junior PMs and contributing to program risk and cost reporting.

The role requires a DoD background, ground-up construction experience, and onsite work five days a week in Virginia Beach, VA.

Qualifications

• Bachelor's degree in Construction Management, Engineering, Architecture, or related field.
• Minimum 7 years of construction project management experience, including ground-up construction.
• Direct NAVFAC project experience or extensive Department of Defense construction background.
• Multi-family residential development experience in a developer or owner's representative role.
• Demonstrated experience managing vendors on programs of comparable scale.
• Change order review and approval experience on complex construction contracts.
• Ability to brief and interact with military leadership at the base command level and above.
• Willingness to work onsite in the Virginia Beach area five days per week.

Responsibilities

• Lead JLL's owner's representative role on assigned scopes, ensuring schedule, budget, and quality.
• Own change order review and approval workflows, adjudicating items with the vendor.
• Coordinate with vendor PM staff across construction phases.
• Interface with client leadership on program status, risks, and resolutions.
• Prepare and deliver briefings to client leadership.
• Mentor Project Managers and support their development.
• Contribute to program-level cost, schedule, and risk reporting to JLL and the client.
