Job summary

Nighthawk Cyber is seeking a Senior Capture & Proposal Manager to lead the full federal proposal lifecycle from start to finish. You'll coordinate with executive leadership and internal stakeholders across business development, capture, technical, contracts, and finance, driving compliant, high-quality submissions.

The role emphasizes ownership of the proposal process, leveraging AI-enabled tools while ensuring strong human oversight, strategy, and quality.

Qualifications

• 8–10+ years of experience in Federal Government contracting proposal management.
• Active Secret security clearance, or the ability to obtain.
• Experience using AI proposal platform such as GovDash.
• Proven track record managing federal proposals from solicitation through submission.
• Strong understanding of federal acquisition processes, RFP requirements, Sections L and M, evaluation criteria, and proposal compliance.
• Experience developing compliance matrices, outlines, schedules, and formal review packages.
• Strong federal proposal writing, editing, organizational, and communication skills.
• Ability to work independently, manage multiple priorities, and coordinate across a small, highly collaborative team.

Responsibilities

• Lead federal proposals from solicitation release through final submission.
• Develop and manage proposal schedules, compliance matrices, outlines, assignments, review plans, and production activities.
• Coordinate with leadership, technical SMEs, and process stakeholders.
• Lead proposal kickoffs, status meetings, and executive reviews.
• Write, edit, and refine proposal content for compliance, clarity, responsiveness, and quality.
• Support development of win themes, discriminators, executive messaging, resumes, past performance, and staffing approaches.
• Support capture, opportunity qualification, bid/no-bid decisions, customer and competitor research, teaming materials.
• Maintain and improve proposal templates, reusable content, resumes, and proposal processes.
• Leverage AI-enabled tools to improve proposal development, content reuse, compliance, and efficiency.
• Capture lessons learned and continuously improve proposal processes.
