Job summary

Senior Estimator / Estimating Manager – Underground Utilities in East San Diego County, CA. This on-site, direct-hire role leads a team of 3–5 estimators, owning the numbers and bids for dry utility infrastructure projects for major owners and public agencies.

You will mentor the team, build aggressive production estimates, prepare competitive bids, analyze RFPs, lead pre-bid meetings, and drive pricing strategy with strong MS Office and estimating software proficiency.

Qualifications

• Lead and mentor an estimators team to deliver bid-ready estimates.
• Build production-based estimates for large underground utilities and civil projects.
• Prepare competitive bids for public agencies and utility owners with ensured compliance.
• Analyze RFPs, scopes, plans, and specs for detailed take-offs and schedules.
• Maintain pricing databases and lead bid strategy and pre-bid activities.

Responsibilities

• Manage, mentor and review the work of a team of 3–5 estimators.
• Build production-based estimates for large-scale underground utility and civil projects.
• Prepare competitive hard bids for public agencies and major utility owners.
• Analyze RFPs, scopes of work, plans and specs; perform take-offs and build bid schedules.
• Lead pre-bid meetings, bid strategy sessions and site visits.
• Define sub/supplier scopes, solicit pricing, and maintain pricing databases.
• Review final estimates with Operations and submit bid packages.
• Support project managers with hand-off, resource planning and change orders.
