Job summary

Professional Recruiting Consultants, Inc. is seeking a Senior Estimator/Estimating Manager for underground utilities in East San Diego County, CA. This on-site role leads a team of 3–5 estimators to build production-based, competitive bids for dry utility infrastructure and major public/utility-owner projects.

You will analyze RFPs, define pricing databases, and coordinate with operations for hand-offs and change orders, ensuring accuracy and timely bid packages. Office-based leadership expected.

Qualifications

• 6+ years of progressive estimating experience in underground utility or heavy civil construction.
• Experience leading a team of estimators.
• Experience bidding public works and utility-owner projects, including prevailing wage and ак DIR compliance.
• Proficiency with estimation software B2W, Accubid or HCSS.
• Proficient with P6, MS Project, and Excel.
• Experience with Sage 300/Timberline and/or Sage Paperless.
• Bachelor's degree in Engineering/Finance/Construction Management preferred, or equivalent experience.

Responsibilities

• Manage, mentor and review the work of a team of 3–5 estimators.
• Build production-based estimates for large-scale underground utility and civil projects.
• Prepare competitive bids for public agencies and utility owners, and maintain contract estimates.
• Analyze RFPs, scopes, plans and specs; perform detailed take-offs and bid schedules.
• Lead pre-bid meetings, bid strategy sessions and site visits.
• Define sub and supplier scopes, solicit and level pricing, maintain the pricing database.
• Review final estimates with Operations, obtain approvals and submit bid packages.
• Compare actual and budgeted costs and build cost models from historical data.
• Support project managers with hand-off, resource planning and change orders.
