Management Performance Associates is seeking a Senior Estimator/Estimating Manager for an underground utilities contractor in East San Diego County, CA. This on-site, direct-hire role leads a 3–5 person estimating team and drives production estimates for major utility and civil projects.

You will analyze RFPs, develop bid schedules, and coordinate with operations for hand-off, resource planning and change orders.

Qualifications

• 6+ years of progressive estimating experience in underground utility or heavy civil construction.
• Experience leading and developing a team of estimators.
• Experience bidding public works and utility-owner work with prevailing wage and DIR compliance.
• Proficiency with estimating software including B2W, Accubid or HCSS (HCSS HeavyBid preferred).
• Strong skills in contract, cost and risk management; clear written proposals.

Responsabilités

• Lead a team of 3–5 estimators and review their work.
• Build production-based estimates for large underground utility and civil projects.
• Prepare competitive bids for public agencies and major utility owners; manage contract and unit-price estimates.
• Analyze RFPs, scopes, plans and specs; perform detailed take-offs and build bid schedules.
• Lead pre-bid meetings, bid strategy sessions and site visits.
• Define sub and supplier scopes, solicit and level pricing; maintain pricing database.
• Review final estimates with Operations and obtain internal approval for bids.
• Compare actual vs budget costs; build cost models from historical data.
• Support project managers with hand-off, resource planning, scheduling and change orders.
