Job summary

KBR is seeking a highly skilled Lead Manager, Estimating to support program planning, cost analysis, and technical evaluations for government facilities and construction projects. The role emphasizes bottoms-up estimating, BOE development, and rigorous data interpretation to optimize resources.

The position is remote with travel up to 25% and requires extensive experience in facilities operations, construction, electrical, and utilities.

Qualifications

• Bachelor’s degree or equivalent professional experience in government facilities or construction estimating.
• Extensive experience interpreting published estimating standards and historical cost data.
• Experience producing time-to-task BOEs and SOWs for complex projects.
• Proven ability to right-size workforce and materials to meet SOW/RFP requirements.
• Strong analytic skills to identify cost drivers and validate estimates.
• Proficiency in MS Office and ability to document procurement justifications.

Responsibilities

• Develop detailed bottoms-up labor estimates and FTE models from published docs and historical data.
• Implement structured estimating methodologies across project leads and craftsmen.
• Justify labor, materials, and equipment to meet RFP requirements.
• Create comprehensive material and resource lists for project execution.
• Draft clear SOWs for subcontractors to align with requirements.
• Evaluate subcontractor proposals for technical merit, compliance, and costs.
• Apply government facilities and construction expertise to ensure estimates comply with RFPs and internal processes.
