KBR is seeking a highly skilled Lead Manager, Estimating with deep government facilities and construction estimating experience to support program planning and cost analysis. The role leverages published estimating documentation, historical data, and bottoms-up methods to develop accurate time-to-task BOEs and estimates.

Remote with up to 25% travel, the position requires strong analytical skills, SOW development, and the ability to review subcontractor proposals for technical merit and cost

Qualifications

• Bachelor’s degree required; equivalent professional experience may be considered.
• 15+ years of relevant experience; 10+ years in government facilities or construction estimating.
• Experience interpreting estimating standards and using historical cost data.
• Strong writing and proposal evaluation skills.
• Ability to right-size workforce and materials for SOW/RFP.
• Must be a US citizen with eligibility for Top Secret clearance.
• Proficiency with MS Office suite.

Responsabilités

• Bottoms-up estimating: Develop detailed time-to-task labor estimates and full-time equivalency models using published estimating documentation and historical data.
• Leader-to-lead approach: Implement structured estimating methodologies and ensure consistency across project leads and craftsmen.
• Justification of resources: Provide clear rationale for all labor hours, materials, and equipment required to meet RFP requirements.
• Material and resource planning: Develop comprehensive lists of required materials, tools, and equipment to support accurate project execution.
• SOW development: Draft clear, comprehensive SOWs for subcontractors to ensure alignment with project requirements.
• Technical evaluations: Conduct thorough reviews of subcontractor proposals, assessing technical merit, compliance, and cost realism.
• Facilities and construction expertise: Apply knowledge of government facilities operations and maintenance, construction, electrical, and utilities to develop estimates which comply with RFP requirements, KBR estimating processes, and estimating best practices.
