Job summary

Jobtailor is seeking an experienced DoD ELAs specialist in Virginia to act as SME for enterprise license agreements and cost-avoidance strategies. You will correlate ELA submissions, analyze license consumption, and produce executive-ready documents and briefings for senior leadership.

Responsibilities include leading ETMS2 reporting tasks, ensuring FAR/DFARS compliance, and presenting formal recommendations to government customers within deadlines.

Qualifications

Bachelor’s degree or higher in Information Technology, Business, Acquisition, or a related field.
Minimum of 10 years of relevant DoD-specific experience.
Deep knowledge of enterprise licensing, software asset management, and requirement validation processes.
Strong knowledge of DoD acquisition frameworks, FAR, and DFARS as they relate to IT software and service procurements.
Ability to analyze large datasets regarding license utilization and turn data into cost-saving strategies and COAs.

Responsibilities

Serve as the SME on the terms, conditions, scope, and usage of all ELAs within the portfolio.
Monitor enterprise-wide license utilization rates and maintain accurate ELA requirements tracking documents.
Liaise with Army commands and support agencies to compile, understand, deconflict, and correlate ELA requirement submissions.
Analyze and provide formal written recommendations on submitted ELA requirements within government-specified deadlines.
Analyze reporting data to formulate, recommend, and present cost-avoidance courses of action.
Distill complex project, technical, and programmatic data into actionable information for senior leadership.
Draft executive-level documentation, including requirements memorandums, supporting government contract management decisions.
Prepare and deliver briefings and decision-support materials for the government customer.
Assist with development and management of ETMS2 ELA requirements reporting tasks.
Perform work in compliance with Federal, DoD, and Army regulations, including FAR and DFARS.
Verify recommendations, requirements validation, and deliverables comply with applicable ELA policies.
Analyze software license consumption, deployment counts, and utilization rates to identify cost-saving strategies.
Review and validate software demands against Joint and Enterprise License Agreements or CHESS contracts before new procurement actions.

Requirements

Active Secret clearance or ability to obtain a clearance
Bachelor’s degree or higher in Information Technology, Business, Acquisition, or a related field
Minimum of 10 years of relevant DoD-specific experience
Deep knowledge of enterprise licensing, software asset management, and requirement validation processes
Strong knowledge of DoD acquisition frameworks, FAR, and DFARS as they relate to IT software and service procurements
Ability to analyze large datasets regarding license utilization and turn data into cost-saving strategies and COAs
Ability to produce clear, concise staff products and present them confidently to senior leaders
Familiarity with Pentagon processes and Army tasking systems, including ETMS2
Desired: Joint Staff, Army/Service Headquarters, or OSD experience
Desired: Software Asset Management, ITIL, Certified Software Manager, or DoD Acquisition certifications
Desired: Prior experience managing or analyzing ELAs for major IT vendors such as Microsoft, Cisco, Oracle, or VMware
Desired: Ability to thrive in a rapidly changing, fast-paced headquarters environment
