Job summary

The State of Hawai'i, Department of Defense, HI-EMA, seeks an experienced Level VI Emergency Management Specialist to lead a component of the state's emergency management program. This role plans, organizes, directs, and coordinates activities during emergencies, including SEOC activations as part of the State Emergency Response Team.

Responsibilities include coordinating operations, operating emergency centers, and updating plans, policies, and procedures.

Qualifications

• Bachelor's degree from an accredited four-year college or university.
• 4.5 years of progressively responsible professional emergency management experience including mitigation, preparedness, response, and recovery.
• Experience in planning, training, and exercises for emergency operations.
• Experience with emergency warning systems, siren and logistics requirements.
• Administration including budget, grants management, financial services and HR responsibilities.
• Strong ability to advise, coordinate, and assist agencies to mitigate, prepare for, respond to and recover from disasters.
• At least one year of experience at or equivalent to Emergency Management Specialist V level.
• Driver's license required.

Responsibilities

• Level VI serves as a section lead planning, organizing, directing, and coordinating a component of the state’s emergency management program.
• Coordinate operations during emergencies and disasters; operate emergency centers.
• Review and update program plans, policies, procedures, guides, and checklists.
• Serve as a State Emergency Response Team (SERT) member during activations of the SEOC.
• Oversee budget, grants management, financial services, and HR tasks; ensure compliance and reporting.
