Job summary

Job description

Performs as the senior-level emergency management specialist, independently performing the most complex professional work in the emergency management program; performs as a project or team leader; may supervise a staff of professional workers; and performs other related duties as required.

Distinguishing Characteristics:

The basic objectives of the County’s emergency management programs are to assist the County of Maui to prepare for, mitigate against, respond to, and recover from emergency disasters within the County of Maui. Classes in the Emergency Management Specialist series are distinguished by their responsibilities for the preparation and planning for natural and human-caused incidents, emergencies, and disasters, and/or the continuity or operational requirements to be implemented before, during, and after emergencies and disasters.

The Emergency Management Specialist V is the senior-level emergency management specialist, distinguished by its responsibility to perform as a senior-level specialist, team leader, or working supervisor of professional staff; whereas, the Emergency Specialist IV is distinguished by the responsibility to independently perform complex professional work which involves the development, review, and maintenance of appropriate documentation pertinent to one or more phases of emergency management.

The Emergency Management Specialist V differs from the Emergency Management Specialist VI, as the Emergency Management Specialist VI is the supervisor of a section, distinguished by its responsibility to oversee programs and/or the overall coordination of a single inter-agency activity.(The following are examples of duties and are not necessarily descriptive of any one position in this class. • Reviews, develops and maintains plans and procedures for emergency response and disaster operations relative to one or more phases of the emergency management program;
• Serves as lead to lower-level Emergency Management Specialists with responsibility for assigning, directing, providing guidance, and checking work;
• Develops, manages, and/or acts as an active participant in tabletop, functional or full-scale exercises;
• Serves as a specialized communications manager and technical advisor for emergency communications and warning systems;
• Establishes and enforces a documentation maintenance cycle for all Agency-developed documentation that identifies recurring review periods, the scope of review required at each interval, and the stakeholders who will participate;
• Establishes, develops, and maintains cooperative relationships with other government entities, the private sector, community organizations, and/or local, State, tribal, and Federal officials in support of emergency management programs, functions, and program goals;
• Manages, delivers, and assesses training/education activities;
• Ensure exercise outcomes and corrective actions are addressed in documentation maintenance;
• Addresses gaps and ensures County documentation is comprehensive, coordinated, and reflective of a whole-community approach to emergency management;
• Develops and maintains Agency-level documentation to include but not limited to the Agency’s strategic vision and continuity of operations;
• Develops, implements, and administers contract financial tracking reports for Countywide services;
• Participates in engaging County, State, Federal, Non-Governmental, and Private Sector stakeholders in the preparedness, mitigation, response, and recovery;
• Attends and participates in meetings, conferences, workshops, and public appearances and assists in their coordination and setup;
• Performs other related duties as required.

Training and Experience:

A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor’s degree in emergency management, homeland security, civil engineering, geology, geography, climatology, ecology, environmental science, public administration, business administration economics, or a related field and three and a half (3 ½) years of responsible work experience in the emergency management field.

License Requirement:

Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).

Knowledge of:

In addition to the knowledge required for Emergency Management Specialist IV; performance management principles; concepts for development of procedures, training and exercise using adult learning styles; requirements for effective supervision and work assignments; legislative matters and proposals that may impact the emergency management program; use of standard office machines and equipment, including personal computers.

Ability to:

In addition to the abilities required at the IV level, must have the ability to plan, assign, review and evaluate the work of others; effectively lead, direct, supervise and manage subordinates on project or program having a specific goal to be achieved within a specific time; assign work, coach performance, train while performing similar work; employ leadership skills and provide guidance; work under stressful conditions; work in enclosed emergency operations center; be available at all times; operate a personal computer using a variety of software applications.
