Job summary

System One is seeking a Senior Budget and Cost Analyst to support DoD budgeting and execution at Ft. Meade, MD. The role requires a current Top Secret clearance with SCI eligibility and involves preparing POM submissions, budget analyses, and funding recommendations in a fast-paced environment.

Responsibilities include PPBE process support, cost-benefit analyses, and leadership briefings. On-site work five days a week with potential CONUS travel and collaboration with government customers.

Qualifications

• 10+ years of DoD financial planning and analysis experience
• 5+ years in a Program/Budget Execution office
• Experience with DoD planning, programming, budgeting and execution processes
• Experience analyzing financial data related to operations and investments
• Experience preparing spend plans, budget exhibits and financial metrics
• Experience preparing funds briefings and congressional submissions
• Experience creating/reviewing MIPRs for Government approval
• Strong writing and documentation skills
• Ability to present to senior leaders and manage stakeholders

Responsibilities

• Supports PPBE process with budget submissions and alignment to agency funding and strategy
• Analyzes budget artifacts including budget baselines and Congressional Budget Justifications
• Identifies funding solutions and reviews proposed funding requests
• Collaborates with project managers to develop and manage budgets
• Conducts cost-benefit analyses to determine value
• Prepares funds briefs, planning requirements and annual program plans
• Tracks funding moves and manages financial execution metrics
• Monitors spending to ensure alignment with budget
• Presents insights and leadership results to senior leaders
