Job summary

tms is seeking a Senior Director, Technology Strategy & Portfolio Management to lead enterprise technology governance, delivery coordination, and vendor oversight across the organization. Reporting to the CIO, this leader partners with senior leadership to set long-term planning frameworks, optimize technology operations, and align IT strategy with business and financial objectives.

The role defines PMO vision, prioritizes initiatives, and ensures disciplined execution and accountability.

Qualifications

• 10+ years in technology management and governance.
• Proven leadership of enterprise PMO and vendor management.
• Budget ownership up to $20M and portfolio reporting.
• Experience partnering with C-suite and steering committees.
• Strong knowledge of Agile, Waterfall, and hybrid delivery.

Responsibilities

• Define and execute the Technology PMO vision aligned to enterprise goals.
• Oversee governance, portfolio health, resource allocation, and risk management.
• Lead cross-functional programs, ensure production readiness and delivery cadence.
• Provide executive KPI dashboards and strategic planning support.
• Mentor PMO and vendor teams to drive excellence.
