Job summary

The State of Delaware's Division of Vocational Rehabilitation seeks a Management Analyst III to provide senior‑level analytical and compliance oversight. You will ensure data integrity, monitor contracts, and evaluate vendor performance to support statewide quality assurance.

You will lead the development of quality assurance methods, conduct advanced data analysis to reveal trends and program effectiveness, and maintain data standards across DVR databases to meet federal and state requirements

Qualifications

• Three years experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures.
• Three years experience in descriptive statistics such as the mean, median, mode or standard deviation.
• Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
• Six months experience in designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods.
• Six months experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
• Six months experience in narrative report writing.
• Knowledge of inferential statistics such as correlation, t-tests, f-tests or analysis of variance.

Responsibilities

• Interviews agency staff and gathers data for evaluating services and assessing compliance with goals.
• Reviews and interprets data; defines recommendations for improvement.
• Analyses data and develops solutions or alternative methods.
• Evaluates effectiveness of operations against set goals.
• Provides technical assistance on objectives and controls.
• Studies relevant legislation, orders and regulations.
• Recommends new techniques to improve efficiency and use of resources.
• Documents findings and prepares implementation recommendations.
• May supervise administrative staff.
