Job summary

State of Delaware is seeking a Management Analyst III to provide senior-level analytical and compliance oversight for the Division of Vocational Rehabilitation. You will ensure data integrity, monitor contracts, evaluate vendor performance, and support statewide quality assurance initiatives.

You will lead development and continuous improvement of QA processes, conduct advanced data analysis, identify trends, measure outcomes, and maintain data quality across DVR databases.

Qualifications

  • Three years experience conducting studies evaluating operations, programs, services, policies and procedures.
  • Three years experience in descriptive statistics (mean, median, mode, std dev).
  • Three years experience interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months designing studies with goals, data sources, sampling and collection methods.
  • Six months making recommendations for changes to operations based on findings.
  • Six months narrative report writing.
  • Knowledge of inferential statistics (e.g., correlation, t-tests, f-tests, ANOVA).

Summary Statement

As a Management Analyst III, you will provide senior-level analytical and compliance oversight for the Division of Vocational Rehabilitation (DVR). This role ensures the integrity of program data, monitors contractual obligations, evaluates vendor performance, and supports statewide quality assurance initiatives. You will assist with ensuring DVR meets federal and state requirements, achieves performance goals, and maintains high‑quality service delivery standards.
You will lead the development and continuous improvement of quality assurance processes. This includes conducting advanced data analysis to identify trends, measure outcomes, and evaluate program effectiveness. In this role, you will develop, refine, and maintain data quality standards, ensuring accuracy, completeness, and consistency across DVR databases.

Essential Functions
  • Interviews agency staff, observes work processes and gathers data relating to operational and managerial practices and procedures for use in evaluating services provided and/or determining compliance to goals and objectives.
  • Reviews, performs statistical analysis and interpretation of collected data relating to policies, procedures, organization, managerial and operational practices; Defines and may make recommendations for correcting problems.
  • Analyzes data gathered and develops solutions or alternative methods of proceeding.
  • Analyzes and evaluates the effectiveness of operations in meeting established goals and objectives.
  • Provides technical assistance in understanding and developing management objectives and controls for resolution of issues and concerns.
  • Studies pertinent background material such as legislation, administrative orders and regulations.
  • Makes recommendations for and assists in the implementation of new techniques or procedures to improve methods of operations, strengthen controls, and effectively utilize resources.
  • Documents findings of studies and prepares recommendations for implementation of new systems, procedures, or organizational changes.
  • May supervise administrative support and/or paraprofessional staff.� Supervision is exercised over at least two or more merit full time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.

JOB REQUIREMENTS for Management Analyst III

  • Three years experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures.
  • Three years experience in descriptive statistics such as the mean, median, mode or standard deviation.
  • Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.���
  • Six months experience in designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods.
  • Six months experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
  • Six months experience in narrative report writing.
  • Knowledge of inferential statistics such as correlation, t-tests, f-tests or analysis of variance.
Additional Posting Information

This is a Casual/Seasonal position which is a non-pension eligible position without healthcare and/or other benefits.
