Job summary

Trideum Corporation is seeking a Management Analyst – SME for Cyber Workforce to design and establish cyber- workforce frameworks and career paths. This hybrid role near Columbus MD involves cross-walking the DCWF with national frameworks and developing portable data standards to support enterprise workforce development.

Qualifications

• Master’s degree or PhD in cybersecurity, information systems, management, human capital, or related field.
• Minimum ten years of relevant, specialized experience with cyber workforce frameworks (DCWF/NICE) or related areas; at least five years at senior/expert level.
• Active TS/SCI clearance required (CI polygraph preferred).
• Experience designing career pathways, competency models, or training/upskilling plans for a technical workforce.
• Experience drafting policy, procedures, or strategic plans in a DoD or federal environment.
• Working knowledge of workforce data standards and privacy/PII protection requirements.
• Direct experience with USCYBERCOM, the DCWF/DoDD 8140-series, or Service cyber workforce programs.
• Experience mapping cross frameworks (e.g., SFIA, ENISA) to U.S. frameworks.
• Hands-on experience mapping vendor training content to competency frameworks; Learner Records or Total Learning Architecture.

Responsibilities

• Establish DCWF as the common language for cyber work roles, proficiency, and qualifications; crosswalk with NICE, SFIA, ENISA.
• Design proficiency-based cyber career paths and cross-service tracks for long-term mastery.
• Develop upskilling and reskilling approaches; map vendor content to DCWF roles and coordinate training, certification, progression interfaces.
• Assist in drafting workforce-data standards and interoperability approaches for portable data across platforms.
• Draft policies and strategic action plans to advance the workforce model and prepare package recommendations for government approval.
• Apply automation and AI/ML to framework mapping and competency alignment to speed analysis.
• Engage with government, academic, and industry stakeholders to align standards and enable interoperability.
• Embed privacy and data-protection requirements into processes by design; document processes for sustainment.
• Travel requirements: 15%.
