Job summary

Arena Technical Resources, LLC seeks a senior Cyber Manpower and Workforce Analysis SME for a six-month engagement at Ft. Meade, MD with hybrid work options. The role requires an active TS/SCI clearance and DoD manpower-analysis background. Compensation is $180,000–$210,000.

You will lead workload-to-FTE modeling, mission-function-task analysis, and executive-ready reports to guide staffing decisions and risk mitigation.

Qualifications

• Bachelor's degree with 8+ years DoD manpower experience.
• Experience conducting DoD manpower studies and workforce planning.
• Ability to translate mission demand into workload drivers and FTE.
• Experience modeling 24/7 operations with shift coverage and surge.
• Active TS/SCI clearance required.

Responsibilities

• Develop a taxonomy of the command's missions, functions, and tasks.
• Define workload-driver trees connecting demand to volume and risk factors.
• Document data sources, owners, cadence, quality issues, and validation methods.
• Build interview architecture, data inventory, and crosswalk for analyses.
• Conduct structured interviews to validate task definitions and workload.
• Organize needs by mission set and express operational consequences.
• Develop a workload-to-FTE model with 24/7 coverage assumptions.
• Forecast workload 3–5 years with scenario and sensitivity analyses.
• Assess workforce options across military, civilian, contractor.
• Produce decision-ready reports and an implementation roadmap.
