Job summary

Deloitte is seeking a Manager, Strategy, Growth, and Transformation in the Organization, Workforce, & Change team to provide senior human capital insight for cyber workforce optimization on public sector engagements in the Washington, DC area.

You will lead complex initiatives, develop talent strategies, and produce dashboards and executive briefings for senior leaders; a TS/SCI clearance is preferred, and travel of 10–15% may be required.

Qualifications

• Bachelor's degree is required.
• 6+ years in human capital, workforce transformation, or related fields.
• 3+ years leading project workstreams, teams, or direct reports.
• Experience in HR transformation, HR operations, and learning/workforce development programs.
• Experience supporting workforce planning, talent forecasting, skills gap analysis, or talent management program implementation.
• Experience developing executive-level briefings, implementation plans, dashboards, analytics, or decision-support materials.
• Active TS/SCI security clearance with polygraph.
• Ability to work on client site in the Washington, DC area.
• Ability to travel 10-15% on average.
• Must be legally authorized to work in the United States without sponsorship.

Responsibilities

• Providing senior human capital expertise to support cyber workforce optimization initiatives for a public sector client
• Supporting the stand-up and operationalization of the client’s cyber talent initiative, including talent management processes, governance, and implementation planning
• Developing strategies for cyber talent recruiting, assessment, selection, retention, career management, and workforce sustainment aligned to mission requirements
• Conducting workforce planning, talent forecasting, and skills gap analyses; developing metrics, dashboards, analytics, executive briefings, and decision-support materials for senior leaders
• Coordinating with cyber training, operational, and talent management stakeholders to align workforce development, training modernization, career development, and organizational planning efforts
• Applying organizational design, change management, and workforce transformation practices to improve cyber workforce readiness, force generation, and long-term effectiveness
