Job summary

phia LLC in Northern Virginia seeks a Senior Policy Analyst to conduct research and analysis on policy issues in cybersecurity, digital forensics, and cyber threat analysis. You will manage policy projects end to end and prepare communications for stakeholders across government, academia, and industry.

Required TS clearance eligibility, 8+ years in policy development or analysis, and a Bachelor’s degree; Master’s preferred. On-site in Central Maryland with occasional travel.

Qualifications

• Experience developing and managing policy for a defense or military organization in forensics, cybersecurity, or cyber threat analysis.
• Analytical and problem-solving skills applied to complex policy challenges.
• Ability to present complex information clearly in writing and orally.
• Comprehensive knowledge of cybersecurity, forensics, policy training, and system development.
• Familiarity with national-level cyber intelligence programs.
• Knowledge of defense and intelligence resource planning policy.

Responsibilities

• Research, prepare, and update policy documents derived from national and departmental guidance.
• Manage policy projects end to end, including plans, timelines, and performance measures.
• Maintain policy lifecycle alignment with higher-level directives.
• Conduct stakeholder consultations and prepare background materials and talking points.
• Monitor tasking channels, consolidate requirements, and draft responses to improve turnaround.
• Support inter- and intra-agency agreements and prepare related documents.
• Prepare presentations and respond to stakeholder inquiries with clarity.
