Job summary

Turner & Townsend is seeking an experienced Senior Cost Manager / Quantity Surveyor to act as the key day-to-day client interface, ensuring objectives are met through value-added cost management services. The role supports expanding a large life sciences manufacturing campus across multiple development phases.

The ideal candidate will have strong communication skills, be self-motivated, and able to work independently or in a team, providing leadership aligned with the firm’s values and purpose.

Qualifications

• Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related field.
• Minimum 5-7 years of relevant cost management experience in the construction industry.
• RICS accreditation or working towards it is preferred.
• Experience leading cost management on medium or large-sized projects of medium to high complexity.
• Experience supporting life sciences, manufacturing, industrial, commercial, or other large capital projects.
• Good knowledge of procurement routes, value management, and value engineering.
• Experience managing client relationships and coordinating with multidisciplinary project teams.

Responsibilities

• Estimating and negotiating change orders throughout the construction lifecycle.
• Provide estimate and cost planning to include producing and presenting the final cost plan.
• Review and participate with the design services team and general contractor in cost estimates.
• Reconcile changes and assist the general contractor to ensure data accuracy.
• Prepare cost estimate updates by meeting with the contractor and owner project manager.
• Coordinate all sources of cost information for cost discussions and suppliers from various sources.
• Inform and drive engineering priorities based on cost impact.
• Manage cost checks and carry out valuations on larger projects.
• Participate in post-contract cost variances and change control processes.
• Prepare funding data presentations and coordinate VE sessions with stakeholders.
• Develop cost plans and estimates through the design phase with updated milestones.
• Provide commercial input to design optioneering and value engineering.
• Review contractor pricing and lead negotiations to drive fair prices.
• Perform quantity surveying, cost controls, and change management throughout lifecycle.
• Ensure cost auditing and valuation work is managed with robust validation.
