Turner & Townsend in San Francisco seeks an experienced Cost Manager / Quantity Surveyor to lead cost planning, procurement, commercial management and reporting across commercial real estate projects. The role emphasizes estimating, cost control, and value engineering to drive successful outcomes.

Ideal candidates will have 3–5 years in cost management within construction, and be proficient in cost estimating software and take-off tools.

Qualifications

• Bachelor’s degree in construction management, cost management, quantity surveying, engineering or field related to construction.
• Minimum 3-5 years of relevant experience working in a cost management role in the construction industry.
• RICS accredited or working towards it is valuable
• Experience supporting cost management on medium or large sized construction projects.
• Construction consultancy experience is strongly preferred.
• Good knowledge of construction industry technical matters, such as different procurement routes, value management, and value engineering.

Responsibilities

• Advising client on strategies, managing prequalification of vendors, assessing proposals, bids, and bidlevellingdocuments, making final recommendations to the client, attending and chairing bid interviews, and managing appointment process.
• Manage estimating services for full project by developing project estimates, reviewing estimations, presenting estimates to client, and conducting value engineering and risk assessments.
• Manage cost reporting by establishing reporting schedule, reviewing cost reports and forecasts, and maintaining risk registers.
• Manage cost control by reviewing payment assessments, liaising with project managers, reviewing change orders, and handling disputes.
• Monitor invoicing process and ensure timely processing.
• Benchmark performance against other commissions and finalize accounting close outs.
