Job summary

Luster is seeking Contracts and Claims Specialists in Fresno, CA to support large heavy civil programs including highways, bridges, and transit. You will evaluate claims, develop entitlement narratives, and assist in negotiations to protect the program position.

The role emphasizes coordination with scheduling, cost analysis, and documentation of claims through the contemporaneous record, with a focus on complex disputes and large project values.

Qualifications

• Bachelor's degree or equivalent in a related field and 5+ years of contract administration and construction claims experience on large, complex projects.
• Experience analyzing or supporting claims, requests for equitable adjustment, or disputed change proposals for entitlement, cost, and schedule impact.
• Familiarity with standard contract terms, public agency contracting requirements, and notice/change provisions.
• Ability to interpret contract documents, schedules, and cost records to build an entitlement narrative.

Responsibilities

• Analyze claims and notices of potential claim and lost productivity; evaluate entitlement against contract provisions.
• Evaluate equitable adjustment requests and disputed change proposals for entitlement, merit, and cost reasonableness; support a program position.
• Review costs against contract provisions and backup, identify unsupported or misclassified amounts.
• Coordinate with scheduling staff to evaluate time impact analyses and time extensions against baselines; assemble contemporaneous records to support the program position.
• Prepare claim position papers, findings of fact, and recommendations for decision-makers and arbitration panels.
