Job summary

Metra is seeking a Contracting Officer 2 to lead review and preparation of moderately complex contracts and procurement documents for various goods and services tied to projects. You will ensure compliance with regulations, analyze market data, and negotiate terms that maximize value.

The role requires strong knowledge of procurement processes, MS 365, ERP familiarity, and the ability to guide junior staff and manage bids, RFQs, and supplier relationships within a railroad/public transit context.

Qualifications

• Bachelor's degree in Business or Public Administration, Supply Chain, Materials Management, or Industrial Distribution.
• Two years of experience in procurement operations, materials management, contract administration or management, or as a senior buyer.
• Working knowledge of contract and procurement principles for transit/public agencies.
• Knowledge of procurement processes including specification and proposal preparation.
• Familiarity with ERP systems and procurement software.
• Strong written and verbal communication and interpersonal skills.
• Ability to analyze data, evaluate proposals, and identify risks.

Responsibilities

• Review and prepare moderately complex contracts, specifications, and solicitation documents.
• Ensure compliance with local, state, and federal regulations and agency policies.
• Research market conditions and perform value analyses to ensure competitive pricing.
• Provide guidance to junior team members and manage competitive procurements.
• Monitor contractor performance and manage contract close-outs.
• Promote safe work practices and maintain a safe work environment.
