Metra is seeking a Contracting Officer 3 within Procurement Operations to review and prepare complex contracts, specifications, and solicitations for construction and goods and services across multiple projects. You will ensure compliance with local, state, and federal rules and support value-driven procurement decisions.

Responsibilities include negotiating terms, managing competitive procurements, monitoring performance, and guiding junior staff.

Qualifications

• Bachelor's degree in Business/Public Admin, Supply Chain or related field, or four years of applicable experience.
• Four years of procurement operations, contract administration, or management experience, preferably in government or transit.
• Strong knowledge of procurement principles, processes, and regulations; ERP and procurement software experience.

Responsabilités

• Review and prepare complex contracts, specifications, and solicitations for construction and other goods/services.
• Research market conditions and products; perform value analyses to ensure cost-effective pricing.
• Recommend, negotiate, and approve specifications, pricing, and contract terms.
• Manage competitive procurements including bidding, proposals, and contract lifecycle.
• Monitor contractor performance, track progress, and handle contract close-outs; resolve issues.
