Job summary

Construction Material Testing seeks a Construction Quality Manager III to direct quality across a major program. You own the site quality management system, the audit program, and the relationship with the owner's quality organization.

You will coach Quality Managers, approve QC plans, report metrics monthly, and lead audits with owners, agencies, and third parties. The role requires 10+ years in construction quality and relevant certifications.

Qualifications

• 10+ years in construction quality, with 5+ years managing quality programs and staff.
• USACE CQM-C plus a senior certification: ICC special inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
• Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
