Job summary

Construction Material Testing seeks a Quality Manager III to direct quality across a major program. You own the site quality management system, the audit program, and the relationship with the owner's quality organization.

You will lead Quality Managers and inspectors, develop QC staff, approve QC plans and ITPs, and report quality metrics to program leadership. Travel and per diem are as assigned. This senior role requires strategic oversight and close collaboration with site teams.

Qualifications

• 10+ years in construction quality with 5+ years leading quality programs and staff.
• Experience with ISO 9001, NQA-1, or DOT quality assurance frameworks.
• USACE CQM-C plus senior certification: ICC special inspector, NICET IV, or ASQ CQA/CMQ-OE.
• Proven ability to build a QC organization on a new program.
• Ability to coordinate audits with owners, agencies, and third parties.

Responsibilities

• Establish the program quality management system, plans, procedures, forms, and audit schedule.
• Direct Quality Managers I and II across projects; set coverage and develop staff.
• Lead internal audits and host owner, agency, and third party audits.
• Own the corrective-action program; approve QC plans, ITPs, and subcontractor qualifications.
• Report quality metrics—test pass rates, NCR aging, audit findings—to program leadership monthly.
