GovCIO is seeking a COBOL Programmer with 8+ years of experience for a fully remote role within the United States. The candidate should be able to code, test, and research the AMS Edit Book Update process while maintaining Public Trust eligibility.

Responsibilities include collaborating with subject matter experts, analyzing requirements, creating documentation, and translating complex specs into clear tasks. Incidents are handled through ServiceNow with USPS processes in place.

Qualifications

• Clearance Required: USPS Public Trust obtainable and maintainable.
• Bachelor's degree preferred but not required; if no degree, 4 extra years of relevant work experience.

Responsibilities

• Collaborates with SMEs and gathers course material from subject matter experts.
• Analyzes requirements and determines strategic solutions for COBOL projects.
• Maintains documentation and supports software development policies.
• Translates technical specifications into clear non-technical requirements.
• Creates features and user stories with acceptance criteria and estimations.
• Responds to incidents via ServiceNow and follows USPS change processes.
• Leads project tasks and coordinates with cross-functional teams.
• Ensures scalability, maintainability, and system performance.
