Job summary

GovCIO is seeking a COBOL Programmer with 8+ years of experience to support the AMS Edit Book Update process. This fully remote role within the United States requires ability to obtain a USPS Public Trust clearance.

You will code, test, and research existing processes to meet project timelines. You will collaborate with subject matter experts, project managers, and multimedia specialists, translating complex technical requirements into clear user stories and documentation.

Qualifications

Clearance required: USPS Public Trust eligibility or ability to obtain.
8+ years of COBOL and DB2 experience.
Experience with ChangeMan to create packages and promote code.
Ability to translate highly technical specs into clear requirements.

Responsibilities

Collaborates with SMEs to analyze program requirements and determine solutions.
Converts written materials into functional documentation and course content.
Maintains existing courseware aligned with objectives.
Collaborates with project managers, SMEs, and multimedia specialists.
Develops requirements, data mappings, diagrams, and flowcharts for developers and testers to follow.
Translates technical specs into non-technical requirements and writes user stories with acceptance criteria.
Assists team with cost estimates and supports system performance improvements.
Creates current/future state documentation and Interface Control Documents (ICD).
