Job summary

GovCIO is hiring a COBOL Programmer with 8+ years of experience for a fully remote role within the United States. The ideal candidate will support the AMS Edit Book Update process and possess USPS Public Trust clearance.

You will code, test, and research existing processes to meet project timelines on this important program. Responsibilities include analyzing requirements, writing clear non-technical specs, and developing user stories with acceptance criteria.

Qualifications

• US citizenship or eligibility for USPS Public Trust clearance.
• 8+ years of COBOL and DB2 experience.
• Experience with Changeman for package creation and promotion.

Responsibilities

• Analyzes user/business software system requirements and determines needs.
• Determines the functionality of an application and performs upgrades over time.
• Maintains documentation to support software development policies, standards, and procedures.
• Develops, analyzes, prioritizes, and organizes requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow.
• Translates highly technical specifications into clear non-technical requirements.
• Develops and documents features and user stories with acceptance criteria.
• Assists team with preparation of cost estimates.
• Implements best practices for scalability, supportability, ease of maintenance, and system performance.
• Creates current and future state documentation related to existing interfaces.
• Creates Interface Control Documents (ICD) documenting existing and future interfaces.
