Job summary

GovCIO is seeking a COBOL Programmer with 8+ years of experience to support the AMS Edit Book Update process. This fully remote role within the United States requires the candidate to possess a USPS Public Trust clearance and strong COBOL and DB2 skills.

You will code, test, and research existing processes to meet project timelines, collaborating with project managers and subject matter experts. Familiarity with ChangeMan and ServiceNow is a plus as you address incidents and promotion workflows.

Qualifications

• Clearance required: USPS Public Trust
• 8+ years experience with COBOL & DB2
• Experience with Changeman to create packages and promote code
• Ability to scan libraries to find occurrences of keywords/phrases for issue research
• May lead project teams within assigned unit
• Respond to incidents in ServiceNow
• Familiar with creating ServiceNow Change requests following USPS processes

Responsibilities

• Analyses user/business software system requirements and determines needs
• Determines the functionality of an application and performs upgrades over time
• Maintains documentation to support software development policies, standards, and procedures
• Develops, analyzes, prioritizes, and organizes requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow
• Translates highly technical specifications into clear non-technical requirements
• Develops and documents features and user stories with acceptance criteria
• Assists team with preparation of cost estimates
• Implements best practices for scalability, supportability, ease of maintenance, and system performance
• Creates current and future state documentation related to existing interfaces
• Creates Interface Control Documents (ICD) documenting exisiting and future interfaces
