Job summary

The City of El Paso is seeking a seasoned insurance program manager to oversee workers’ compensation, property/casualty, and subrogation. You will coordinate claims processing, set reserves, and manage third‑party administrators while ensuring regulatory compliance.

The role requires leadership of staff and effective communication with City departments. Responsibilities include developing risk control strategies, supervising a team, and representing the City in settlements and negotiations with

Qualifications

• Bachelor’s degree in Business or Public Administration, Finance, Risk Management, Insurance, or related field and four years of professional experience in workers’ compensation, property and casualty claims, self-insurance, or captive programs, including two years in a lead/supervisory role.
• Valid Texas Class C Driver's License or equivalent required; Workers’ Compensation Adjustor’s license within 1 year; P&C Adjuster license within 1 year.

Responsibilities

• Manage City of El Paso insurance programs including workers’ compensation, property/casualty, and subrogation/recovery claims.
• Administer and coordinate claims processing; implement strategies to prevent or transfer risks.
• Oversee reserves, financial data accuracy in RMIS, and annual claims budget planning.
• Represent the City at settlement conferences and hearings; negotiate settlements within authority.
• Supervise staff; provide training, performance management, and disciplinary actions as needed.
