Job summary

Luster is seeking Project Managers for Fresno, CA to support large, complex heavy civil infrastructure programs such as highways, bridges, and transit. You will manage scope, budget, schedule, and risk on projects with packages exceeding $100M, coordinating across design teams, contractors, and agencies.

We hire at multiple skill levels and emphasize delivering on time while ensuring safety, quality, and alignment with program goals.

Qualifications

• Bachelor's degree in construction management, civil engineering, construction engineering, or engineering management, or equivalent combo.
• 10+ years of PM experience on large (> $500M) heavy civil projects.
• Experience managing scope, budget, schedule, and risk from design through closeout.
• Experience with contract administration: submittals, RFI, change management, payments.
• Experience coordinating across designers, contractors, agencies, and third parties.

Responsibilities

• Lead delivery of assigned projects or task orders from planning through construction and closeout.
• Oversee scope, budget, schedule, and risk; communicate status to leadership.
• Guide designers and contractors, escalate deviations while cost-effective.
• Administer construction contracts, submittals, RFIs, progress payments, time extensions.
• Evaluate change proposals and claims for entitlement, cost, and schedule impact.
• Coordinate cost forecasts, CPM updates, and earned value with program controls.
• Coordinate across agencies and third parties to align decisions.
• Oversee staging, phasing, quality, safety, and commissioning readiness.
• Report status and forecast to leadership for funding and delivery decisions.

Education

Bachelor's degree in construction management / civil engineering / construction engineering / engineering management
