Job summary

Qualifications

• Bachelor's degree in Civil Engineering.
• Professional Engineer (PE) license in Virginia (or reciprocity within 6 months).
• 7+ years of experience overseeing land development for commercial, residential, and mixed-use projects.
• Ability to read, interpret, and amend construction drawings, specifications, and contracts.
• Experience with Procore, Bluebeam, or Primavera.
• OSHA 30 certification preferred.

Responsibilities

• Leads and supports the design and execution of land development projects from concept through completion.
• Develops and manages detailed project schedules and reports, from inception through design, entitlement, permitting, construction and bond release.
• Develops, monitors, and manages detailed cost projections, budgets, resource management plans, change orders, and plan changes with contractors and consultants, ensuring projects stay on schedule and within budget.
• Coordinates with contractors, consultants, and public agencies to ensure projects remain on schedule, within budget, and in compliance with regulations.
• Reviews construction drawings and approves changes to expedite bond release.
• Manages development proffers and tracks obligations with Loudoun County staff to ensure proper incorporation into plans and schedules.
