Qualifications

• Bachelor's degree in Civil Engineering required.
• Virginia Professional Engineer (PE) license or ability to obtain reciprocity within 6 months.
• 7+ years of experience in land development for commercial, residential, and mixed-use projects.
• Experience reading, interpreting, and amending construction drawings, specs, and contracts.
• Proficiency with CM/scheduling tools (Procore, Bluebeam, Primavera).
• Strong communication, analytical, and leadership skills; cross-functional alignment.
• Preferred OSHA 30 certification.

Responsibilities

• Lead design and execution of land development projects from concept to completion.
• Develop and manage detailed project schedules, budgets, and reports from inception through bond release.
• Coordinate with contractors, consultants, and public agencies to stay on schedule and within budget.
• Review invoices, change orders, and payment applications; manage proffers and approvals.
• Oversee site plan development, grading, stormwater, and utility designs in collaboration with engineers.
• Prepare and manage RFPs and bid evaluations; present to executives for approval.
• Maintain quality control standards and ensure compliance with codes and company guidelines.
