X Technologies, Inc. in San Antonio, TX is seeking a Business Development Capture Manager to oversee the capture process across Engineering, Manufacturing, Repair and Professional Services.

Must have active Secret clearance (or ability to obtain) and deep DoD/federal contracting experience, including teaming with partners and senior leadership. The role leads cross‑functional capture teams, develops win strategies, manages a robust pipeline, and guides proposal development from opportunity

Qualifications

• Proposal writing experience as primary author.
• Pricing/cost estimating experience.
• Established network of contacts and industry partners.
• Track record of capturing and winning DoW contracts.
• 5 years of experience in DoW contracting.

Responsibilities

• Establish and maintain Federal, DoW and commercial relationships with key stakeholders.
• Identify, qualify, and shape new opportunities aligned with strategic goals.
• Conduct market research and competitive analysis to develop capture strategies.
• Lead the development and execution of capture plans with win themes and pricing.
• Build and lead cross-functional capture teams across proposal, pricing and contracts.
• Collaborate with technical experts to develop competitive solutions.
• Guide proposal development to ensure high-quality, compliant responses.
• Prepare gate review briefings for senior management on progress and risks.
• Maintain an accurate pipeline with regular reports and forecasts.
• Write accurate, comprehensive, compliant, compelling and winning proposals.
• Support post-submission activities including clarifications and debriefings.
• Represent the company at industry events to identify opportunities.
• Pricing and cost estimating for captures.
