Job description

The Information Technology office is accepting applications for a Senior Business Systems Analyst to join the Computer Aided Facilities Management (CAFM) unit.

The Senior Business Systems Analyst supports the Judicial Council of California (JCC) Information Technology (IT) office and Computer Aided Facilities Management (CAFM) team. This role acts as a liaison between business and technical users supporting the development initiatives in Facility Management areas; provides production support to team members and judicial council and entities for new systems and enhancements; and serves as an operations consultant to business and technical users to analyze and recommend efficient business processes. The Senior Business Analyst works closely with the customer team, courts and the application development and analysis teams to identify needs; solve immediate problems and create a higher quality product.

The incumbent is responsible for creating application, business and technical requirements documents and project plans; developing technical specifications, reviewing and updating specifications and test scripts for new technology deployments; coordinating activities with other IT units, business partners, court staff and vendor partners; and maintenance and operations support. The role is responsible for the review and analysis of technology requests for new and existing CAFM system interfaces and for identifying issues related to the development and maintenance of information technology systems that support business functions at the JCC and the courts. The Senior Business Systems Analyst ensures that the CAFM SharePoint Site has current content; users have appropriate access as needed and all users are proficient and effectively using the CAFM SharePoint site.

This position will also advise on and implement changes to ensure that CAFM complies with the Judicial Council's IT Security Policies and Procedures.

This position works independently with minimal supervision.

The ideal candidate would have familiarity with IWMS systems and the related business process.

To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150‑mile driving radius of their assigned reporting location.

Bachelor’s degree and five (5) years of experience providing technical and business process support, analysis, or project management for systems/applications.

Possession of a bachelor’s degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year‑for‑year basis.

OR

One (1) year as a Business Systems Analyst with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Analyst in a California superior court or California state‑level government entity.

Other Duties and Responsibilities:
  • 5+ years of experience in business and/or systems analysis.

  • 5+ years of experience supporting technical projects.
  • 5+ years of experience in Integrated workplace management systems (IWMS) or IBM TRIRIGA, Maximo, or comparable systems .
  • Experience supporting CAFM lifecycle activities including upgrades, warranty validation, module implementations, and vendor coordinated deployments
  • Experience contributing to requirements documentation, RFPs, RFIs, and PCRs for technology procurements
Preferred Certifications:
  • PMI Project Management Professional (PMP)
  • PMI Agile Certified Practitioner (ACP)
  • Scrum Master Certification
