Job summary

The Judicial Council of California’s Information Technology Office seeks a Business Systems Analyst to support the Web Communications unit in modernizing and maintaining public-facing websites, including Drupal migrations and ADA compliance. Job description

The Information Technology Office is accepting applications for a Business Systems Analyst to join their Web Communications unit.

Web and SRL e-services are critical components of the Web Communications Unit. This unit is responsible for modernizing and providing support for the ongoing maintenance of the trial courts and justice partner websites, including the Judicial Council’s public-facing website, Judicial Resources Network (JRN), California Courts of Appeal, Supreme Court and the California Judicial Education and Research (CJER) websites. Key responsibilities of this position include providing implementation support for sites that will be migrated out of the legacy content management system to Drupal, and ongoing support for maintenance and enhancements for the sites that are live on the migrated platform.

The Business Systems Analyst will play a key role in supporting web service initiatives by assisting with ongoing maintenance, stakeholder management, and process improvements. This role involves gathering requirements, managing JIRA backlogs, working on ServiceNow tickets, analyzing dashboards and analytics, and supporting developers in delivering high-quality solutions and ensuring ADA compliance with websites. The incumbent will also contribute to strategic initiatives, create training materials, and provide end-user support.

The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Bachelor’s degree and three (3) years of experience providing technical and business process support and analysis for systems/applications. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Three (3) years as a Business Systems Coordinator, or two (2) years as an Associate Analyst in the assigned field with the Judicial Council of California, or three (3) years of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Analyst, or two (2) years as an Associate Analyst in the assigned field in a California superior court or California state-level government entity.

Desirable Qualifications:
  • Experience providing systems and technical analysis for web based applications.
  • Prior experience with Drupal or other web content management systems, including familiarity with site configuration, theme adjustments, menus, blocks, and content structure.
  • Knowledge of Drupal module and advanced theme development, including creating subthemes, customizing templates, Sass, jQuery-based interactions, and responsive layout techniques.
  • Experience with front-end technologies such as HTML, JavaScript, jQuery, React, TypeScript, CSS, XML, and grid-based layout practices.
  • Experience in testing web-based applications, including functional testing, regression testing, and accessibility validation
  • Experience creating detailed test plans, test cases, test strategies, and maintaining test scripts for manual and automated testing.
  • Experience with automation testing tools for web applications, and developing automated test scripts to optimize testing cycles.
  • Ability to troubleshoot cross environment issues, identify defects, and ensure proper requirement traceability across platforms.
  • Strong understanding of web usability, SEO best practices, and modern accessibility standards.
  • Ability to interpret web analytics (Google Analytics experience a plus) to support data-driven improvements in usability, accessibility, and user experience.
  • Ability to implement user interfaces based on UX/UI wireframes, design compositions, and established style guides.
  • Solid understanding of web information architecture and content structure planning.
  • Familiarity with DevOps workflows, CI/CD pipelines, and continuous improvement processes.
  • Working knowledge of Git version-control workflows, including branching, merging, cloning, and applying patches.
  • Ability to support evaluation or improvement of cloud environments such as AWS or Azure from a security and networking perspective.
  • Experience running daily standups, sprint planning sessions, and maintaining product backlogs in JIRA.
  • Knowledge of industry-standard project management methods, tools, techniques, and processes.
  • Ability to support user acceptance testing by preparing test cases and facilitating stakeholder participation.
  • Excellent customer service, verbal communication, and written communication skills.
  • Ability to work collaboratively with cross-functional teams, external partners, and technical staff in an agile environment.
  • Experience providing user assistance, training, and onboarding for web tools and authoring workflows.
  • Strong problem solving and analytical abilities, with the capacity to identify gaps and resolve issues efficiently.
  • Strong organizational skills and ability to multitask in a fast paced environment.
  • High proficiency in MS Word, Excel, Project, SharePoint, and Visio.
  • Ability to work independently with minimal supervision and adapt quickly to new technologies and methodologies.
