Job description

The Information Technology office is accepting applications for a Senior Application Development Analyst to join the Web Communications unit.

Web Services is the Unit responsible for the design, development, and support of the JCC Web infrastructure. We maintain the California Courts website; the Judicial Resources Network (JRN), Center for Judicial Education and Research (CJER) websites, several “Partner” sites, and the JCC Intranet (HUB). Due to legacy programs being sunsetted, Web Services has been tasked with the migration of all JCC websites off from our legacy applications and onto Drupal 11.

The Senior Application Development Analyst position provides specialized development support to ensure all JCC-maintained websites, web servers, and applications on multiple content management systems are operational. Examples of websites under the purview of this position include the Supreme Court; Courts of Appeal, Courts.ca.gov, 54+ trial courts, and CJER Online. The Senior Application Development Analyst works with minimum supervision and plays a coordinating role with other IT technical teams to ensure network security and operability across the platform.

The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Bachelor’s degree, preferably in computer science, information systems, or a directly related field, and five (5) years of design and development experience, including solid knowledge and proficiency in the software used in the assignment.

Possession of a bachelor’s degree in computer science, information systems, or a directly related field may be substituted for one of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One (1) year as an Application Development Analyst (utilizing the software used in the assignment) with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Application Development Analyst in a California superior court or California state-level government entity.

Desirable Qualifications:
  • Demonstrated experience in Drupal module and theme development, frontend frameworks, site-building, and delivery of high traffic Drupal-based solutions.
  • Proficiency configuring Drupal menus, blocks, users, multilingual content, translations, and general site building features.
  • Strong knowledge of advanced theming, including responsive design, grid frameworks, jQuery interactions, Sass, theme installation, subtheme creation, and template customization.
  • Experience designing and integrating APIs to support both mobile and desktop applications.
  • Ability to write reusable code, perform debugging, build prototypes, resolve bottlenecks, and integrate complex application components.
  • Strong Git proficiency, including cloning, branching, merging, reviewing changes, and applying patches.
  • Ability to implement UI/UX designs using provided wireframes, compositions, and style guides while adhering to brand standards.
  • Experience ensuring high performance, scalability, and responsiveness in front-end and back-end application integrations.
  • Familiarity with AWS or Azure cloud administration, including security evaluation and environment optimization.
  • Ability to assist end-users with content authoring workflows and platform usage.
  • Experience diagnosing and resolving issues related to Linux servers, hardware, software, and application environments.
  • Ability to translate business needs into technical requirements, evaluate options, and develop clear solutions for system development challenges.
  • Strong experience in requirements gathering, business analysis, feature demonstration, and communicating technical concepts in clear, accessible language.
  • Proven experience developing accessibility compliance protocols and conducting WCAG/ADA remediation for a large organization.
  • Ability to collaborate effectively with cross functional teams, including IT, business partners, vendors, and leadership.
  • Strong communication and interpersonal skills to bridge technical and non technical viewpoints.
  • Ability to work independently with minimal supervision while managing multiple assignments and deadlines.
  • Experience supporting large-scale web platform migrations, including content auditing, redirect mapping, taxonomy design, and accessibility validation.
  • Familiarity with DevOps pipelines, automated testing frameworks, CI/CD processes, and environment lifecycle management.
  • Experience with Cloudflare administration, including Workers, Access policies, WAF rules, caching strategies, and CDN optimization.
  • Experience creating technical documentation, SOPs, environment diagrams, and operational runbooks.
  • Strong problem solving skills, with the ability to diagnose issues across multi environment platforms and propose effective solutions.
