Qualifications

• Minimum 6+ years with PowerBuilder (client/server, OO, event-driven).
• Minimum 6+ years with IBM Informix databases and SQL optimization.
• Experience interpreting legacy financial, eligibility, and payment logic embedded in code.
• Specialized government program domain experience in subsidized childcare systems.
• 6+ years in business analysis with regulatory and compliance focus.

Responsabilités

• Decompose legacy ACCIS platform and reverse engineer undocumented rules.
• Translate legacy logic into forward-facing, regulatorily compliant solutions.
• Lead QA, UAT, and ensure zero disruption to subsidies and payments.
• Develop granular requirements mapping legacy logic to future state architectures.
• Collaborate across policy, audit, and delivery teams to meet timelines.
