Job summary

Air InfoSec, LLC is seeking a Senior Business Analyst to support the Texas Workforce Commission on workforce program technology initiatives. This role provides technical assistance to I|3 staff and business stakeholders overseeing one or more projects concurrently.

Qualifications

• Must have substantial experience with WIOA and PIRL.
• Experience leading gathering and analysis of business/functional requirements with business and tech groups.
• Ability to map business processes and perform fit-gap analyses.
• Proven problem-solving skills and troubleshooting of software systems.
• Experience collecting requirements across multiple program areas with varying needs.
• Experience developing BRDs and SRSs.
• Experience facilitating workshops and meetings with cross-functional teams in remote environments.

Responsibilities

The Senior Business Analyst coordinates and leads meetings to understand and document business operations, systems, and user needs, ensuring a comprehensive analysis of requirements for technology solutions that enhance business value. The role also coordinates user acceptance testing and works with the project team to identify and document software defects and coordinate solutions with the project's Technical Lead. The Senior Business Analyst works independently with minimal supervision and meets tight deadlines in a highly collaborative environment.

Responsibilities

• Coordinate defect solutions with the project's Technical Lead.

Requirements

Minimum Qualifications -

Candidates must meet all minimum qualifications

• 8 years of experience with the Workforce Innovation and Opportunity Act (WIOA) and Participant Individual Record Layout (PIRL).
• 8 years of experience planning, leading, gathering, and analyzing business and functional requirements in cooperation with business and technical groups.
• 8 years of experience developing business process maps and performing fit-gap analyses.
• 8 years of experience solving complex problems and troubleshooting software systems.
• 8 years of experience simultaneously collecting requirements across multiple program areas that have varying business needs.
• 8 years of experience gathering, documenting, and capturing design requirements.
• 8 years of experience developing Business Requirement Documents and Software Requirement Specifications.
• 8 years of experience facilitating workshops, meetings, and collaborative work sessions with cross-functional teams in a remote environment.
• 8 years of experience preparing and executing test plans, leading and assisting team members in performing and completing test activities, and documenting and communicating testing results.
• 8 years of experience implementing and testing interfaces that exchange data with large, complex legacy systems.
• 8 years of experience assisting with development of plans and work artifacts in support of the project management life cycle.
• 8 years of experience with Software Development Life Cycle (SDLC) management software such as HP Application Lifecycle Management (ALM) or Atlassian.

Preferred Qualifications

• 4 years of State of Texas experience.

Additional Requirements

• Texas-based candidates are preferred.
• Candidates may be required to satisfy a criminal background check as authorized by Texas law.
• Teleworking candidates must have a secure, dedicated workspace with Internet service and the ability to maintain a reliable, consistent work schedule.
• Teleworking candidates must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.
• May be required to work outside normal business hours, including weekends, evenings, and holidays.
• Candidates may be required to report to the office with 72 hours of notice for any agency business need.

Work Location and Schedule

Location: 101 E. 15th Street, Austin, Texas 78778, if applicable.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

Work Arrangement: Remote from within the Continental United States.
