Job summary

Air InfoSec LLC in Austin, Texas (remote within the continental US) seeks a Business Analyst II to support workforce program technology initiatives. You will provide technical assistance, perform advanced business and systems analysis, and develop requirements, user stories, and process models to guide solution delivery.

The role requires documenting requirements, creating architecture diagrams, and developing and executing test cases to ensure traceability.

Job description

The Business Analyst II will support the Texas Workforce Commission on workforce program technology initiatives. This role provides technical assistance to the Information, Innovation & Insight Department and business stakeholders. The Business Analyst performs complex to advanced business analysis, including systems analysis and software analysis, design, and test activities across all phases of the solution implementation project. The role documents detailed system requirements, develops user stories, and produces business process maps, models, and system architecture diagrams. The Business Analyst also develops and executes test cases and scenarios to ensure traceability to business and system requirements.

Responsibilities

• Provide technical assistance to the Information, Innovation & Insight Department and business stakeholders.
  
• Perform complex to advanced business analysis, including complex systems analysis and complete software analysis, design, and test activities for all phases of the solution implementation project.
  
• Document detailed system requirements, including functional, technical, EIR accessibility, and security requirements.
  
• Write and groom user stories in collaboration with business owners and technical teams.
  
• Create business process maps to support project needs.
  
• Develop conceptual models, object models, and use case models to support project needs.
  
• Produce system architecture diagrams to support project needs.
  
• Review, analyze, and evaluate test cases and scenarios based on business and system requirements.
  
• Develop and execute test cases and scenarios to ensure traceability to business and system requirements.
  

Requirements

Minimum Qualifications -

Candidates must meet all minimum qualifications

• 4-7 years of experience with the Workforce Innovation and Opportunity Act (WIOA) and Participant Individual Record Layout (PIRL).
  
• 4-7 years of experience planning, leading, gathering, and analyzing business and functional requirements in cooperation with business and technical groups.
  
• 4-7 years of experience developing business process maps and performing fit-gap analyses.
  
• 4-7 years of experience solving complex problems and troubleshooting software systems.
  
• 4-7 years of experience simultaneously collecting requirements across multiple program areas that have varying business needs.
  
• 4-7 years of experience gathering, documenting, and capturing design requirements.
  
• 4-7 years of experience developing Business Requirement Documents and Software Requirement Specifications.
  
• 4-7 years of experience facilitating workshops, meetings, and collaborative work sessions with cross-functional teams in a remote environment.
  
• 4-7 years of experience preparing and executing test plans, leading and assisting team members in performing and completing test activities, and documenting and communicating testing results.
  
• 4-7 years of experience implementing and testing interfaces that exchange data with large, complex legacy systems.
  
• 4-7 years of experience assisting with development of plans and work artifacts in support of the project management life cycle.
  
• 4-7 years of experience with Software Development Life Cycle (SDLC) management software such as HP Application Lifecycle Management (ALM) or Atlassian.

Preferred Qualifications

• 2 years of State of Texas experience.

• Teleworking candidates must have a secure, dedicated workspace with Internet service and the ability to maintain a reliable, consistent work schedule.
  
• Teleworking candidates must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.
  
• May be required to work outside normal business hours, including weekends, evenings, and holidays.
  
• Candidates may be required to report to the office with 72 hours of notice for any agency business need.
  

Work Location and Schedule

Location: 101 E. 15th Street, Austin, Texas 78778

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.

Work Arrangement: Remote from within the Continental United States.
